Preheat the oven to 350 degrees and spray an 8-inch baking tray with cooking oil.
Add the oats to a food processor and mix until they are finely grounded. Add the chickpeas, peanut butter, pure vanilla extract, coconut oil, maple syrup, baking powder cinnamon, and salt and mix until thoroughly combined (smooth). Stir in the chocolate chips and walnuts.
Scoop the batter into the baking dish and use a spatula to smooth it out. Sprinkle another few tablespoons of mini chocolate chips and walnuts on top.
Bake for 16-18 minutes or until a toothpick inserted into the center comes out clean. Let the bars thoroughly cool before removing them from the tray. Slice and enjoy!
